Al-Qaeda provides an instructional guide for car bombs in the U.S., and U.K.

On March 17, 2014, almost a year after the Boston Marathon bombings, al-Qaeda in the Arabian Peninsula (AQAP) released the 12th issue of its Inspire Magazine which provides an instructional guide for car bombs in the U.S., U.K., France, and their allies.

The author of the article calls himself "w/AQ Chef" in it he describes in detail how to create several types of improvised explosive devices (IED) and which ones are effective against large crowds of people as opposed to structures.

He writes; "Inspire Magazine's goal is to empower Muslim youth. .. In this section, we give you strength, power and intelligence. Believe me, using car bombs gives you all that. .. This recipe gives you the ability to make a car bomb even in countries with tight security and surveillance. The reason is: primary materials easily available and they do not raise suspicion. .. This type of car bomb is not usually used to destroy buildings, but is very effective in killing individuals. The merit of this method is that you can prepare a car bomb in a few hours during the availability of the primary materials. So there is less to worry about your personal security."

He continues by saying; "My Muslim brother, before you start reading the instructions, remember that this type of operation if prepared well and an appropriate target is chosen and Allah decrees success for you, history will never forget it. It will be recorded as a crushing defeat on the enemies of Islam."

In a separate article, the same author gives instructions on, which targets are ideal to strike.

He writes; "Choosing the place and time is a crucial factor to success in any operation. Choose targets in your own country. You know the enemy better, you are within. We will point out some general and specific targets as an example."

He said "America is our first target" and listed; Washington DC, New York, North

ern Virginia, Chicago and Los Angeles as major target areas. He advises attackers to target; restaurants, bars, dense crowds and tennis stadiums, during; Christmas, New Years, and the presidential and congressional elections.

Inspire Magazine is produced by AQAP's al-Malahim, a terrorist organization which operates in the Arabian Peninsula. It was released in both English and Arabic.
